IPSec and Group Policy

I've created a group policy to deploy a new IPSec policy. I've linked it to an OU and placed a computer account in that OU. I cannot get the IPSec policy to apply.

If you run a RSOP, are you able to see that the policy is properly affecting the computer accounts in the OU?
