Internet Blocking on Terminal Server

I have 50 users on my Windows 2003 Terminal server. I want to see if i can limit web sites for different people on this server via GPO or if i need to do it with a 3rd party product.

...but don't the IE policies have some ways of restricting web content based on all sorts of criteria?

Again, for all I do inside Group Policy, I usually stay away from the IE policies.. just don't need 'em in my daily life.
