Users who access both terminal servers through thin client and desktops.

I have users who access both terminal servers through thin clients and desktop stations. I want to setup group policy so that domain users logged into terminal servers have limited rights(no shutdown, no printer installs, etc...). However, when the same domain user logs into a domain desktop they can shutdown their desktop for example. How do I accomplish this?
