I want to hide the C drive of one specific Win2000 Term Serv. I can do it for the whole org, but that effects every PC someone logs onto. I only want to do it for one machine.

If you are on 2003 WMI filters may be what you are looking for. Or possibly even filtering.

link the policy at the domain level. set the security filtering on the gpo so that it only applies to the one terminal server.

also, unless there is a conflicting policy setting, you can set this in the local GPO with gpedit.msc
