Have you tried applying the software install to the Computer side instead so it installs for everyone on the computer?

I have an ActiveX control (SafeView) that appears to require that it's installed for each user that logs in - I have logged in as Admin, installed it, tested the website that requires it, then logged out, and asked another standard user to login and test, and the website asks for the ActiveX control to be installed again.
So I setup a group policy to install the SafeView.msi ActiveX as a User Config > Software Installation. However when I get a standard user to login, this software install fails with the following error:

I thought group policy software installs ran with Admin privilages? If not, how can I deploy this ActiveX control to every user that logs on to a PC without a) doing it manually, or b) making them local admins?
