After a transition from Server 2003 32-bit to Server 2008 64-bit, our new 64-bit domain controllers are constantly logging the following event ids:

Failed to apply changes to software installation settings. Software changes could not be applied. A previous log entry with details should exist. The error was : %%2147746153

Windows failed to apply the Software Installation settings. Software Installation settings might have its own log file. Please click on the "More information" link.

I ran Group Policy Results, and under Computer Configuration Summary/Component Status, listed Software Installation failure. I then looked to see what group policies were being applied. Three were applied, the Default Domain Policy, Default Domain Controller Policy, and a custom policy. I reviewed those policies and removed applications that were no longer relevant or moved them to different policies.

I read a MS support article that stated to delete the troubled policy and start over. Suspecting the custom policy, I merged the settings from the it into the Default Domain Policy, no software installation packages were added. After running waiting for policies to be reapplied, the error messages are still being logged. I would delete the policies, but you cannot delete the Default policies, correct? Is there a way around this?
