I have created a gpo that only allows certain icons in the control panel. All the icons appear in the control panel except for the ODBC icon. In the gpo I have explicitly specified that odbccp32.cpl be made available to users via the control panel. Why isn't the odbc icon appearing in the control panel?
    GPO information:
    .adm file -System
    Computer/User Node - User
Policy Path - Administrative Templates\Control Panel
Full Policy Name - Show only Specified Control Panel Applets
Settings - Enabled - List will include
    Desk.cpl - Desktop Setting
    Main.cpl - Mouse Settings
MMsys.cpl - Sound and Audio Devices
    ODBCcp32.cpl - ODBC Settings
    Sysdm.cpl - System properti

    what's the client OS here?
on XP I have a shortcut to an exe under admin tools called ODBDad32.exe - not a cpl file
I have the cpl file you refer to on my system, just not actualy used under control panel by default, so maybe the policy won't add it, just remove ones not in your list? not sure as I have not used this specific policy setting before.
