Download details: Office 2010 Administrative Templates and OCT

there is a 32 bit and 64 bit download for the admx files. I downloaded both and couldn't find any differences. Is there really a difference between the 32 bit and 64 bit admx files?

Just a little confusing, can someone clarify?
