New GP setting pushed to ALL existing GPs!!

Can anyone figure this one out?!?!

A fellow admin here created a new GP with two specific settings for IE. He pushed it and things stopped working. When I was brought in I looked around and started to see every single GP had the new settings in place. They show to be modified this morning all around the same time. The settings were for auto detect and auto config.

I had to go into Default Domain Policy and deselect the auto detect option, as well as some other GPS, for it to take effect. I had to put in a registry preference for the auto config proxy pac to work, since even though it showed the GP with the setting applied and was good, it never showed up in IE.

Any ideas? I have never known it possible to infect every single GPO with specific settings at once.

Heh? I'm confused... Something doesn't add up here. Unless he was using a script, the only way I know of to do that would be to edit them all individually.
