That's going to be a tough one. It's like a half lockdown.
I don't have a sollution for you out of the box but have you looked at
1) opening up network connections to allow users to set there network data.
2) setting up a startup or logon script using GPO's that launches netch or a different vbs file that sets the network properties to DHCP.
I would have to reread Jeremy's book on when logon and startup scripts run but i believe by playing with this you could give users full controle over network settings but eacht time there computers starts up while it's connected to the network have the script reset there network properties to DHCP.
