If you use Windows 2008 as management station (GPMC) it is very easy:
Use GPP (Preferences). There is an extension called "Shortcuts" which is just what you need...

Yes GP preferences work great! You can also deliver files.

I'm trying to push a shortcut to an application on a mapped, shared drive to users on both XP and Windows 7.

I've created the Shortcut object in User Config/Preferences/Windows Settings/Shortcut as:

Action: Update (to update existing and create if missing)
    Name (shortcut display name)
    Target type: File System Object
    Location: Desktop
    Target path: drive letter\folder\application.exe
    Start in: drive letter\folder
    Run: Normal windows

However, no shortcut appears as expected on the logged in user's desktop.

    Am I missing something else?

No, you're not missing anything...Microsoft did when they implemented mapped drives and shortcuts in GPP. If after the user has logged in, you manually run gpupdate, the shortcuts should appear. The problem would appear to be that the drive mapping(s) haven't completed before the shortcuts get processed and if they point to a file on a mapped drive that's not quite connected yet, it gives up and logs "object not found" in the event log (if you enable GPP logging!). After several hours of trying to make this work and tearing my hair out, I found this link: GPP Shortcuts using Mapped Drive Paths
At least one or more open incidents at Microsoft and still no resolution that I can find...
