If you are trying to prevent students from running Internet Explorer then create a new Group Policy object and go out to the setting "User>>Administrative Templates>>System>>Don't run specified Windows Application" and enble that policy. Then click that add button and specify iexplore.exe. This will work in a 2000/2003 AD environment. If you are running a 2003 Domain then you can get into creating a hash of IE so that a student will not be able to rename the execuatable.

For the office part of your question you will want to get ahold of the Office 2003 ADM files to give yourself that functionality with GPO's. Here is a link to an MS website to help with that.
