Default Windows 7 GPO's not available

I have 2 domains. Production and Test. My test domain has 1 Domain Contorller running Server 2008 R2 Server Core. When I create GPO's in my TEST domain I get options available for Windows & GPO's. Options like USER-->Admin Templates-->COntrol Panel-->Personalization.

In my Production domain I have 6 domain controllers. The PDC is Server 2008 R2 and there are 4 other Server 2008 R2 DC's, along with 2 Server 2003 R2 DC's.

    Do I have to have all DC's on 2008 R2 before I will get the Windows 7/Server 2008 R2 GPO's?
