I have a little question. Is it possible to allow a normal user to create/start/stop a service without making him a local administrator?

Why?
We have a lot of development virtual servers, now the developers create new services they want to test out in a semi live environment.
Now these developers must have the rights to create/start & stop a service. These services are not standard services thus they don't exsist in the security settings.

Further on that point, some of those developers also need IIS but none of the other administrative tools.

Anyone can help me out a little with this?
