I created a custom template that restrict the control panel icon that the user will see once login to there PC.
User Config\Admin Template\Control Panel...Show only specified control panel applets

I am able to add and remove icon that are there by default but when I try to add a SMS icon it doesn't appear.

Any help would be appreciated.

If your clients are running XPSP2, there's a TechNet article about dynamtic icons in Ctrl Panel...
