Bit of a newbie question about the best way to tackle a problem i have in blocking the internet

I need to block the internet. I know how to do it through the GP to not run a Windows App. However this needs to be dynamic so that a user can switch the policy on and off when required. I cannot see how to do this other than going to each machine and forcing a refresh. Is their anyway to refresh policies remotely on XP machines

I would also like to know the best way for a user with limited computer experience to be able to link and unlink the policy to the OU
