Append not replace local value w/GPO

We have a new application in our environment that requires some settings in the 'User Rights Assignment' and I want to do this with a GPO. There are existing values on the server in some of the settings (Generate security audits for ex.) and I want to leave those settings alone.
I don't want to add the local values to the domain GPO, are there any other options?
