I am not aware of any GPO setitng that allow you to pin things, but you might want to read about this scripted based solution.

Is a GPO the best option for the following, or do you suggest another method?
Here is what I need to do for every user in my domain:
•pin the snipping tool to the task bar
•enable "use check boxes" to select files
•put "my computer" "network" "documents" icons on the desktop
•set a theme
•pin some items to the start menu (the Office group for example)
