    Default Block port 80 GPO

Here's my system: 3 Windows Server 2000 Servers (I know I know, I just took over as IT System Admin and we already have quotes for new boxes with ESXi and server 2008)
    85 workstations (Mainly XP)

I am a novice at best when it comes to group policy and I need some help. I understand how to create the group policies and I have the gpmc already installed on my main admin box. I also know how to link them to OU's but I'm just not sure how to do these two specific group policies.

I need to make two group policies: One that blocks Port 80 for users of an OU---That one is more important and I need to get it setup ASAP.

The second one is just to make my life a little bit easier. I need to make a policy that only allows the users of certain OU's to have one instance of an application running at one time. It's just an .exe process and I want to make sure that they only have one instance at a time. Is there any way to do this?

    Any help would be amazing
