I am looking to disable the Pop-up blocker for all computers in an OU. I am looking to put the blocker in an off state, then keep users from enabling it.

I have tried this but it still has the Pop-up Blocker available and not grayed out.

    Windows Components/Internet Explorer/Internet Control Panel/Security Page/Internet Zone

    Policy................................Setting
    Use Pop-up Blocker..........Disabled

    I have also tried this:

    Windows Components\Internet Explorer

    Policy...........................................S etting
    Turn off pop-up management......Enabled

    Try
    User Configuration
    Windows Settings
    Internet Explorer Maintenance
    Security
    Security and Privacy Settings
    |Security Zones and Privacy

You will have to edit/Import the security settings for each of the 4 zones and near the bottom of the list of each is a radio button to disable the pop-up blocker.

Here we leave the pop-up blocker enabled for restricted sites and the Internet zone, but disabled it for the local intranet zone, and the trusted sites zone. Then use policy to ensure all our internal sites and trusted sites that require pop-ups and listed in those zones.
