Screensaver Woes!!!

I have configured my GPO to automatically lock workstations (XP in a Server 2003 Environment) and activate screensaver after 15 minutes, but I am looking for something a little more customized...

I am looking to allow my users to change the time it takes to go to screensaver themselves, but disallow them from adjusting that time to more than 15 minutes. Is there a way of doing this? and if so, how the F do I implement something of this nature. All advice is welcomed...
