Missing Tabbed browsing in IE7

I have read that if I turn off classic mode that the tabbed browsing feature would be re-enabled however I do want to keep my users using classic mode.

Anyone know a way to enable tabbed browing in IE7 with keeping classic mode enabled?

Is there something i can do within a GPO to enable it.

I have 2003 server and all workstations are XP pro.

Okay I have been looking more around this site (phpbb are "okay" for searching) and I saw that I will probably need to come up with a custom adm for this.

I am going to work on this some more and will post any results once I find a fix for this.

Okay, this is first time I have had to disable something to get it to appear but without fooling with adm's this is what I did.

User configuration|administrative templates|Windows Components|Internet Explorer|

Under the option "Turn off tabbed Browsing" change to disable. Which of course enables the option.
