Hosts file, replacement

I have been trying to have a GPO/preference to replace, update the hosts file on domain clients. This is a lab environment and the hosts file is needed to connect to multiple Hyper -v virtual domains. I have setup a computer gpo/preference targeting domain computers and a user gpo/preference targeting domain users in trying to get either one to work. The event viewer on the win7 client i am testing with reports that the security policy was applied with no errors yet the hosts file never gets replaced or updated. Any ideas on why the hosts file can not get updated?

Only an administrative account can modify the Hosts File. You may need to give the System Account permission to the file in order for the GPO to implement.
