Policies/preferences not being applied

I have set a GPP to install tcp/ip printers on the computer side and also set a policie on the user side to deny outlook.exe. the policies are not taking effect on the any of the win7 laptops they are set to. I look in eventvwr on the computers and I am seeing the messages that group policy has been successful. any thoughts on how to track this down?

So these are two separate polices or one policy?

If one, where are you applying the policy? The computer half will only apply to computers, the user half to users. So if you've applied it at an OU level that doesn't contain a computer account, the computer half won't be applying, and vice versa.
