Block access to USB/CD/DVD in XP and Vista/7

Hi,

I need to block access to USB/CD/DVD in XP and Vista7 machines.
The perfect solution is block these devices to all user's computer except administrators.

Is it possible? If not, how can I block these devices for both s.o.?
