I have a problem with the GPP only being applied at every other login. This only happens with new users accounts. The older user accounts behave as expected and work every time. Even if I copy an old user account in order to create the new user it still does not work.

Our Domain and Forest functional level is Windows Server 2003. We did however add a 2008 DC to the domain about 5 months ago and it holds all 5 roles. Any suggestions are appreciated.
