Post Add shortcut to Start Menu

I am trying to add a shortcut to the start menu and programs menu for a group of users.

The shortcut appears normally when I specify 'Programs' as the target location, but when I select 'Start Menu' as the location, it appears on the Programs menu also.

Any ideas what could be causing this?

    Angry Functionality removed

Now I am being told by MS Support that the ability to pin items to the start menu via GPP has been removed.

"We no longer expose the Start Menu to automatic pinning. The only way to add items is for the user to do it manually. The behaviour is by design."

Anyone aware of a workaround to get a shortcut pinned to the start menu (Not the Program Folder)
