Password Age

Here's my question. My company currently has no password policy but wants to start. There is currently no maximum password age. If I set that to 90 days today is that change retroactive? Will everyones password expire tomorrow or will the clock start when the policy is set?

To answer my own question... Yes it is retroactive.
