If the server is part of a domain, the easiest resolution would be to reset those settings from the domain-side (control from there). The server will then allow access and you can go reset the local GPO settings.
some how when messing around with group policy on server 03 we managed to lock out the admin account and apply the settings to it. ie we have no run, shutdown, no access to control panel etc...
any suggestions on how to get it back? we need to do some stuff with terminal services and can't
