Big fan of Jeremy and his GP books...
Chap 1, page 16, under Step 7: "...the Non-Administrators portion of the GPO (which is on level 2)...".
Chap 1, page 17: "Windows Vista and later store Local User Policies (Level 3) inside %windir%\system32\grouppolicyusers."
However, on Windows 7 I created a MLGPO for Non-Administrators (Layer 2) and it was present in the above mentioned directory. Does this mean Layer 2 will be present as well if there isn't any Layer 3 element to conflict or override Layer 2 or is it considered a Layer 3 policy for the same reason?

Sounds like I'm being a stickler, but I've learned more from Jeremy's books than any other literature about GP and I want to make sure I understand everything he's written.
